Solar Power Plant (SPP) Commissioning Process

The commissioning of a Solar Power Plant (SPP) covers many technical and legal stages, from project planning to the start of energy production. Here are the steps of the SPP commissioning process:


1. Feasibility Studies and Planning

Purpose : To determine whether the power plant is technically, economically and environmentally suitable.

  • Solar radiation measurements and regional analyses are performed.

  • Land selection and ownership status are checked.

  • Investment costs, payback period and financing are planned.


2. Permissions and Licensing Process

The following legal permits and licenses must be obtained for the installation of solar power plants:

  • Connection opinion and call letter (from TEİAŞ or relevant distribution company)

  • Environmental Impact Assessment (EIA) report

  • Zoning permit and building permit

  • Energy Market Regulatory Authority (EPDK) production license (license-free production is possible for solar power plants under 1 MW)

  • Customs, tax and incentive documents


3. Design and Engineering Process

Main components:

  • Photovoltaic (PV) panels

  • Inverters (devices that convert DC to AC)

  • Transformer and switchyard (for high voltage connections)

  • Power cables and connection systems

At this stage, the capacity and layout of the system are determined and the network connection plan is prepared.


4. Installation and Assembly

Site preparation:

  • Land arrangement and infrastructure works are carried out.

  • Panel carrier structures are assembled.

Equipment setup:

  • Solar panels and inverters are installed.

  • Electrical connections and wiring are completed.

  • Transformer center connection is made.


5. Testing and Commissioning

The following tests are performed before the system is started:

  • Insulation and resistance tests

  • Power output and inverter performance

  • Network compatibility tests

  • Remote monitoring and control integration via SCADA system

If the system successfully passes the tests, an energy sales agreement is made with the distribution company and the system is put into operation.


6. Operation and Maintenance

Once the solar power plant is commissioned, it requires continuous monitoring and maintenance:

  • Periodic panel cleaning

  • Inverter and cable checks

  • Energy production monitoring with remote monitoring systems
